Head of the Large Language Model Division
Hong Kong Generative AI Research and Development Centre (HKGAI)

As a founding member of HKGAI and lead author of the HKGAI-V1 technical report, I lead the LLM Division, overseeing the development of Hong Kong’s sovereign large language model. This role combines direct engineering access to a sovereign LLM with strategic leadership in AI governance.

Policy Impact
My research directly informs government policy. As Head of the LLM Division at HKGAI, I served as the lead author of the Hong Kong Generative Artificial Intelligence Technical and Application Guideline — the first official AI governance guideline issued by the HKSAR Government.

This 49-page guideline establishes Hong Kong’s governance framework for generative AI, covering technical risks, five dimensions of governance (personal data privacy, intellectual property, crime prevention, reliability & trustworthiness, system security), and key principles for compliance, transparency, accuracy, fairness, and accountability. It provides practical operational guidance for technology developers, service providers, and users across all sectors.
The Commissioner for Digital Policy, Mr Tony Wong, publicly acknowledged HKGAI’s “professional research and contributions to the formulation of the Guideline” at the Forum on Large AI Models of the World Internet Conference Asia-Pacific Summit.
